Children are our most precious resource. As the world becomes increasingly digital, ensuring that children are protected online is vital. In Germany, the Media Authority that is responsible for limiting youth and children accessing age-restricted content is Kommission für Jugendmedienschutz (KJM) or the Commission for the Protection of Minors in the Media.

One supervisory activity the KJM performs is evaluating age verification systems (AVS) to determine the suitability of technical methods for the protection of minors. Online age verification and Gaming

One industry where age verification is a strict requirement is gaming (gambling). The minimum legal age for gambling in Germany is 18 (although two states don’t allow people under 21 to enter casinos). Enforcing age verification checks makes it difficult for youth and children to access online wagering in Germany.

According to Germany’s new Interstate Treaty on Gambling 2021 (Glücksspielstaatsvertrag 2021 – GlüStV 2021), private operators can now apply for licenses to offer sports betting, virtual slot machines, and online poker. For gaming operators, having more legal certainty and a standard country-wide set of rules makes the German market more appealing.
